Testcard F is truly legendary.
It was created by a BBC engineer, George Hersee (1924–2001) (who is also the father of the girl, Carol Hersee, inside the circle) for the BBC channels during their downtimes. It was introduced on 2 July 1967, shortly after the first colour broadcast in TV history. There were abridges throughout the years as the technology develops, but the nought-and-cross (aka tic-tac-toe) board, the girl inside the circle, and the Bubbles the Clown wasn't. They appeared on television for more than 70,000 hours (8 bloody years), longer than anybody/pony in record other than Celestia.

After 1997, when the 24-hours broadcast was introduced, testcards as less and less commonly seen in action. The last time it was used was during the shut down of the BBC HD channel and the opening of BBC Two HD, on 26 March, 2013. (P.S. All ancient BBC testcards are shown in this video. And the background beeps are glorious. You have to watch it.)

You probably wouldn't see it live again, but testcards are very handy when calibrating your telly sets (and even your computer monitors). For more information and history, check out this website.

I tried my best to reassemble the key essences of the Testcard X (updated Testcard F for HD broadcast), but some details are missing (especially the multiburst pattern right of Twilight). But hey, efforts have been made.
And yes, the little girl is replaced by Twilight. The clown is replaced by Smarty Pants. BBC is replaced by EBS (Equestria Broadcasting System). And I named it Testcard T, after Twilight.

Also, could someone tell me which folder I should put if I upload this into a group? Thank you.

FYI: see the cross on the board? It also marks the centre of the screen - engineers might use it to see if the picture is aligned to the middle.
